Any equipment that cannot be reprogrammed to narrowband will need to be replaced. 2013 is closer than you think...]]></description>
			<content:encoded><![CDATA[<p>You may or may not be aware that all <acronym title="Federal Communications Commission">FCC</acronym> Part 90 VHF [150-174 MHz] and UHF [421-512 MHz] two-way radio systems will need to be operating on narrowband [12.5 KHz] emissions by January 1, 2013.  Any equipment that cannot be reprogrammed to narrowband will need to be replaced. 2013 is closer than you think. It is going to take a considerable amount of time to formulate, budget and implement a transition plan. Depending on your type of system, it could take anywhere from a few days to a number of months to migrate everything over to narrowband.  Action needs to be taken as soon as possible in order to ensure that your system is transitioned smoothly and with the least bit of disruption to on-air communications.<br />
In most cases, transition will include base stations, mobiles and portables.  Most equipment purchased after 1998 will have narrowband capability. Engineering work may be required.  It is highly recommended to enlist the services of a knowledgeable radio dealer or engineering firm to help organize and manage your existing equipment. In addition to possible equipment changes, your <acronym title="Federal Communications Commission">FCC</acronym> radio license will need to be modified to reflect the narrowband emissions designator(s).  <acronym title="Enterprise Wireless Alliance">EWA</acronym> can assist you with this.  You will not need to switch frequencies and there is no requirement to change from analog to digital operations.  Systems operating on Lowband, 800 and 900 MHz frequencies and paging-only systems are not affected by the narrowband migration.</p>
<p>The following is a list of steps to get you started:</p>
<ul>
<li>Perform an inventory of all the radios in your system(s) and record the make &amp; model numbers.</li>
<li>Determine how much of your equipment is already narrowband compliant and what radios will need to be reprogrammed or replaced.</li>
<li>Work out a budget to purchase any new equipment that might be needed and to cover the cost of modifying your <acronym title="Federal Communications Commission">FCC</acronym> license(s).</li>
<li>Coverage could be reduced after switching to narrowband.  A knowledgeable radio dealer/engineering firm will be able to tell you if you need to add new transmitter locations or different equipment in order to retain your existing coverage.</li>
<li>Figure out a “plan of attack” as to how and when you’re going to transition the system.</li>
<li>Make sure you have a valid <acronym title="Federal Communications Commission">FCC</acronym> radio license for your system.  If not, you are operating illegally and need to take immediate steps to obtain a license. Please contact <acronym title="Enterprise Wireless Alliance">EWA</acronym> for assistance.</li>
<li>Is the information on your FCC radio license current and up-to-date?  Does your mailing address and contact information need to be changed?  Are the coordinates for your transmitter location correct? Now would be the time to make any necessary changes while you’re switching the emissions designator. <p>The time to act is <strong>NOW</strong>. The longer you wait, the more you risk getting caught up in the mad rush that will undoubtedly come in 2012.  You also risk possibly losing your <acronym title="Federal Communications Commission">FCC</acronym> radio license if it has not been modified to narrowband operations by the deadline date. 			<content:encoded><![CDATA[<p>You may now submit your Public Safety applications for the newly released Sprint Nextel channels to <acronym title="Enterprise Wireless Alliance">EWA</acronym> for coordination.  The <acronym title="Federal Communications Commission">FCC</acronym> announced that on January 28, 2009, they will begin accepting Public Safety applications for the 800 MHz Sprint Nextel vacated spectrum.  Channel capacity is in the 809-809.5/854-854.5 MHz band (Channels 231-250), and spectrum is available in the majority of the non-border National Public Safety Planning Advisory Committee (NPSPAC) regions.<br />
<acronym title="Enterprise Wireless Alliance">EWA</acronym> will begin coordinating these applications on January 14, 2009.  Upon receipt of your application, <acronym title="Enterprise Wireless Alliance">EWA</acronym> will review the <acronym title="Federal Communications Commission">FCC&#8217;s</acronym> Vacated Channel Search Engine and confirm with you the availability of spectrum in the area requested. There is a limit of five channels per fixed site per application.  EWA’s coordination fees are $250 per frequency pair per site, and application preparation is $175.  There are no <acronym title="Federal Communications Commission">FCC</acronym> filing fees for Public Safety applications.  If you want to know if there is Sprint Nextel vacated spectrum available in your area, we can provide that information to you as well for $100 per site.</p>

			<content:encoded><![CDATA[<p>If you are a telecommunications carrier, your annual Customer Proprietary Network Information (<acronym title="Customer Proprietary Network Information">CPNI</acronym>) compliance certification is due at the <acronym title="Federal Communications Commission">FCC</acronym> on March 1, 2009. This certification requires the following exhibits: a statement explaining how your company’s operating procedures ensure compliance with the FCC’s <acronym title="Customer Proprietary Network Information">CPNI</acronym> rules to reflect the company’s policies and information; any statement of actions taken against data brokers; and a summary of customer complaints regarding unauthorized release of <acronym title="Customer Proprietary Network Information">CPNI</acronym>. A company officer with personal knowledge that the company has established operating procedures adequate to ensure compliance with the rules must also execute the certification, and place a copy of the certification and accompanying exhibits in the company’s <acronym title="Customer Proprietary Network Information">CPNI</acronym> Compliance Records.</p>
<p><strong>What is <acronym title="Customer Proprietary Network Information">CPNI</acronym>?</strong></p>
<p><a class="extlink" href="http://searchnetworking.techtarget.com/sDefinition/0,,sid7_gci213672,00.html">SearchNetworking.com</a> defines <acronym title="Customer Proprietary Network Information">CPNI</acronym> as follows:</p>
<p><em>In the United States, CPNI (Customer Proprietary Network Information) is information that telecommunications services such as local, long distance, and wireless telephone companies acquire about their subscribers. It includes not only what services they use but their amount and type of usage. The Telecommunications Act of 1996 together with clarifications from the Federal Communications Commission (FCC) generally prohibits the use of that information without customer permission, even for the purpose of marketing the customers other services . In the case of customers who switch to other service providers, the original service provider is prohibited from using the information to try to get the customer back. CPNI includes such information as optional services subscribed to, current charges, directory assistance charges, usage data, and calling patterns.</em></p>
<p><em>The CPNI rules do not prohibit the gathering and publishing of aggregate customer information nor the use of customer information for the purpose of creating directories.</em></p>

			<content:encoded><![CDATA[<p>If you hold a license for which you are required to pay regulatory fees, payment must be made no later than 11:59PM on Thursday, September 25, 2008.  The <acronym title="Federal Communications Commission">FCC</acronym> does mail out pre-printed bills to certain types of licensees such as <acronym title="Interstate Telecommunications Service Providers">ITSPs</acronym>, Satellite Space Station and Earth Station licensees and <acronym title="Cable Television Relay Service">CARS</acronym> licensees.  However, as per the <acronym title="Federal Communications Commission">FCC</acronym>, <em>It is the responsibility of the licensee to pay for all regulatory fee obligations by the due date, regardless of whether or not a bill is received</em>.</p>
<p>The <acronym title="Federal Communications Commission">FCC</acronym> highly recommends using their online <a class="extlink" title="FCC" href="http://www.fcc.gov/fees/feefiler.html">Fee Filer</a> to submit payment electronically. Payments can be made via credit card or electronic debit from a bank account. If you need technical assistance using the <acronym title="Federal Communications Commission">FCC</acronym> <a class="extlink" title="FCC" href="http://www.fcc.gov/fees/feefiler.html">Fee Filer</a>, you can contact the Commission’s Financial Operations Help Desk at (877) 480-3201, select Option 4.  Additionally, inquiries can be emailed to the <acronym title="Federal Communications Commission">FCC</acronym> at <a href="mailto:arinquiries@fcc.gov">arinquiries@fcc.gov</a>. You must have an FCC Registration Number [<acronym title="FCC Registration Number">FRN</acronym>] in order to use the online <a class="extlink" title="FCC" href="http://www.fcc.gov/fees/feefiler.html">Fee Filer</a>.</p>
<p>Payments can also be mailed to the <acronym title="Federal Communications Commission">FCC</acronym>.  Payments made by check, money order or credit card should be mailed along with the Fee Filer-produced Remittance Voucher Form 159-E. 			<content:encoded><![CDATA[<p>The <acronym title="Federal Communications Commission">FCC</acronym> issued a Public Notice advising all <acronym title="Commercial Mobile Radio Service">CMRS</acronym> licensees (all interconnected commercial service providers, irrespective of the band in which they operate or how much spectrum they use) that they are required to file an election with the <acronym title="Federal Communications Commission">FCC</acronym> by September 8, 2008 advising the FCC whether they intend to participate in the Commercial Mobile Alert System (CMAS). The <acronym title="Commercial Mobile Alert System">CMAS</acronym> is a Federally-authorized program pursuant to which the <acronym title="Federal Communications Commission">FCC</acronym> established an industry group to develop technical requirements and protocols that permit <acronym title="Commercial Mobile Radio Service">CMRS</acronym> licensees to deliver emergency alerts to the public. Those standards have been adopted and operators who intend to provide this service must comply with them. </p>
<p>The <acronym title="Federal Communications Commission">FCC</acronym> has not provided a form for making this election, but has simply advised licensees to submit their notifications by filing a letter through the normal <a href="http://www.fcc.gov/cgb/ecfs/"><acronym title="Electronic Comment Filing System">ECFS</acronym> electronic filing system</a> under PS Docket No. 08-146.</p>
<p> All <acronym title="Commercial Mobile Radio Service">CMRS</acronym> licensees, even those that elect not to participate must familiarize themselves with the <acronym title="Commercial Mobile Alert System">CMAS</acronym> requirements regarding notification to existing and new subscribers about the operator’s ability to transmit emergency messages.</p>
<p>Participation in <acronym title="Commercial Mobile Alert System">CMAS</acronym> is entirely voluntary; no <acronym title="Commercial Mobile Radio Service">CMRS</acronym> licensee is obligated to implement the technical capability to deliver emergency messages. Licensees electing to participate may later withdraw and those choosing not to participate now may change their election later. 		<description><![CDATA[<acronym title="Customer Proprietary Network Information">CPNI</acronym> Certifications due at FCC on March 1, 2008]]></description>
			<content:encoded><![CDATA[<p>If you are a telecommunications carrier, your annual Customer Proprietary Network Information (<acronym title="Customer Proprietary Network Information">CPNI</acronym>) compliance certification is due at the <acronym title="Federal Communications Commission">FCC</acronym> on March 1, 2008. This certification requires the following exhibits: a statement explaining how your company’s operating procedures ensure compliance with the FCC’s <acronym title="Customer Proprietary Network Information">CPNI</acronym> rules to reflect the company’s policies and information; any statement of actions taken against data brokers; and a summary of customer complaints regarding unauthorized release of <acronym title="Customer Proprietary Network Information">CPNI</acronym>. A company officer with personal knowledge that the company has established operating procedures adequate to ensure compliance with the rules must also execute the certification, and place a copy of the certification and accompanying exhibits in the company’s <acronym title="Customer Proprietary Network Information">CPNI</acronym> Compliance Records. <acronym title="Enterprise Wireless Alliance">EWA</acronym> will be sending further compliance information to those members affected by these <acronym title="Customer Proprietary Network Information">CPNI</acronym> regulations.</p>
